Before an Investor begins a negotiation for a lease of rural lands (land outside of the 50km city precinct) a Negotiation Certificate must be granted by the Department of Land to qualify them to do so. It is compulsory that Investor must have a VIPA approval certificate before obtaining a certificate of negotiation.

Only with VIPA approval certificate and negotiation certificate in hand, can investor begin to negotiate with relevant customary landowner(s). There are also other requirements to be met such as acquiring a land lease form to establish agreement with landowners.
